Thera was an active volcano located near to Kareenburg on Sergyar. It regularly caused significant earthquakes in the city and was expected to erupt sometime in the next couple of centuries.
The Vicereine Cordelia Vorkosigan found her efforts to move the capital away from the volcano frustrated by locals who wished to remain and by contracting companies that actively hampered attempts at development.

The name Thera is probably a reference to the volcano on Santorini; its approximately 1500 BCE eruption is thought to have been the origin of the Atlantis myth.
