Dr. Ritter was a surgeon friend of Captain Vaagen who performed the very first placental transfer operation on Barrayar, upon the wife of the Regent, with complicating medical circumstances. Unsurprisingly, he was very worried. There were serious complications, but the operation was a success, eventually producing Miles Vorkosigan.
